Generative Artificial Intelligence Technology Driving High-quality Development of Ice and Snow Tourism Industry: Factor Linkage, System Construction and Digital Governance

Abstract

Generative Artificial Intelligence technology embedded brings new opportunities and challenges for the high-quality development of ice and snow tourism industry. Using literature and other research methods, we constructed the element linkage and system of generative AI technology to drive the high-quality development of the ice and snow tourism industry and proposed the digital governance path. The results showed that: (1) The factor linkage of high-quality development of ice and snow tourism industry with integrated basic structure and coupled central system of multi-factor linkage; multi-directional strategic objectives and synergistic triple benefits; and intelligent operation logic and precise matching of supply and demand has been constructed. (2) Based on the synergy of digital governance elements, a five-factor synergistic development system was built with digital talent elements, technological innovation elements, product innovation elements, data resource elements and channel innovation elements. (3) The synergy of elements provided digital governance path guidelines for the high-quality development of ice and snow tourism industry, digital governance system: precise supply of policies and regulations, and strengthening of soft and hard constraints to promote; digital governance structure: building a three-dimensional regulatory mechanism, and advancing the governance process of targeting; digital governance subject: driving the two-way reach of the governance subject, and strengthening the common governance of pluralistic subjects; digital governance capacity: precise allocation of governance resources, and driving the transformation and upgrading of elemental endowments. The results of this research can help to provide ideas and reference for the high-quality development of ice and snow tourism industry empowered by Generative Artificial Intelligence technology and improve the theoretical research on the high-quality development of ice and snow tourism industry.

1 Introduction

The Action Plan for the Development of Ice and Snow Tour- ism (2021-2023) points out that it vigorously develops “Internet+Ice and Snow Tourism” and promotes the in-depth fusion of Ice and snow tourism with Generative Artificial Intelligence technology (Ministry of Culture and Tourism et al., 2021). The 14th Five-Year Plan for Tourism Development states that it will improve the intelligent ice and snow tourism service facility system and create a number of national skiing and sports tourism resorts and ice and snow tourism base (State Council of China, 2021). The Outline of Strategic Plan for Expanding Domestic Demand (2022-2035)” explicitly proposes to promote ice and snow in the “South, East and West of China”, and to drive the masses to “enjoy ice and snow” (CPC Central Committee and State Council, 2022). The policy guidance highlights the country’s determination to continuously develop ice and snow tourism, and provides a fundamental action guide for generative AI technology to drive the high-quality development of the ice and snow tourism industry.
There are a large ice and snow tourism consumer group, the large market scale and a large space for per capita consumption enhancement in China, which provide a good ecological space for the development of ice and snow tourism industry. According to the data of China Ice and Snow Tourism Development Report (2023), the number of ice and snow leisure travelers in China in the 2021-2022 season was 344 million, and the income of ice and snow leisure tourism was 474 billion yuan (Sports Money, 2023). However, at present, we are facing problems such as the lack of integrated innovation in ice and snow policy, unsound market mechanism for endogenous growth (Tang et al., 2023), and relatively single product and IP have not been formed yet, the competitiveness of market main body is not strong (Ma et al., 2023) as well as the global influence of ice and snow industry chain is weak. Then the ability of four-season operation needs to be improved, and the problems of “retaining tourists” have not yet been solved (Hua et al., 2023). In view of this, seizing the opportunity of the Generative Artificial Intelligence technology revolution and industrial change, and improving the digital governance capacity of the ice and snow tourism industry plays an important role in improving the market competitiveness of the industry, innovating the ice and snow tourism products, expanding the space of real and virtual operation, perfecting the ice and snow tourism industry chain, and boosting the leapfrog and high-quality development of the ice and snow tourism industry.
The possible marginal contribution of this paper lies in: 1) By constructing a factor linkage of Generative Artificial Intelligence technology-driven high-quality development of ice and snow tourism industry, incorporating basic structure integration, central system coupling; multi-directionality of strategic objectives, triple-benefit synergy; and intelligent operation logic, precise matching of supply and demand into the theoretical model analysis framework, which broadens the boundaries of theoretical research on the high-quality development of the ice and snow tourism industry; 2) Based on the digital talent elements, technological innovation elements, product innovation elements, data resource elements, channel innovation elements synergistically, establishing a synergistic development system of elements, to provide theoretical solutions for releasing the new kinetic energy of the high-quality development of the ice and snow tourism industry; 3) By holistically sorting out the current governance dilemmas and application scenarios of the ice, snow, sports and tourism industry, the four digital governance paths of digital governance system, digital governance structure, digital governance subject, and digital governance capacity are proposed, with an aim of providing decision-making guidance for decision-making subject to improve the high-quality development of the ice, snow, sports and tourism industry driven by Generative Artificial Intelligence technology.

2 Research design

The rapid development of Generative Artificial Intelligence technology reconfigured the structure of the ice and snow tourism industry, the production mode and the consumption mode, and led the ice and snow tourism industry to migrate and upgrade from digitalization and networking to the development of intellectualization (Ma, 2023). Characterized by data-driven, human-machine synergy and cross-border integration, Generative Artificial Intelligence technology is the key embodiment of the development of modern science and technology to a new stage, promoting the in-depth application of Generative Artificial Intelligence technology and driving the migration of ice and snow tourism from the industry end to the consumption end (Sun, 2023). Firstly, Generative Artificial Intelligence technology and ice and snow tourism industry high-quality development of mutual embedded mutual coupling, especially augmented reality, virtual reality, mixed reality, holographic projection, machine learning and other Generative Artificial Intelligence technology development, drive the digital network infrastructure change evolution, for Generative Artificial Intelligence technology to empower the ice and snow tourism industry high-quality development of technology to provide a guarantee to alleviate the commercialization of Generative Artificial Intelligence technology tipping point (Liu, 2023). Secondly, the Generative Artificial Intelligence technology cluster empowers and boosts the intelligent, digital and networked development of ice and snow tourism industry, drives the transformation of ice and snow tourism consumption mode, industry chain reorganization and production mode change, and then improves the informatization level of the ice and snow tourism industry chain and the effectiveness of the innovation chain (Liang et al., 2023). Thirdly, Generative Artificial Intelligence technology drives the consumption mode of ice and snow tourism to leap, the paradigm shifts in operation, and the reshaping of the industrial structure. Intelligent snow and ice equipment and devices, virtual snow and ice sports tourism, virtual snow and ice events, and snow and ice tourism ecosystems have become the new direction of development (Li et al., 2023), and new snow and ice tourism forms, business forms, and consumption modes have begun to emerge, which continue to push the high-quality development of the ice and snow tourism industry.
Based on the policy dimension, Generative Artificial Intelligence technology drives the high-quality development of the ice and snow tourism industry in relation to the construction of a strong sports country and digital China. The Outline for the Construction of a Strong Sporting Nation proposes to improve the ice and snow tourism industry chain, drive the deep integration and development of the Generative Artificial Intelligence technology and the ice and snow tourism industry, marking that the ice and snow tourism industry has stepped into the stage of scientific development. The Action Plan for the Development of Ice and Snow Tourism (2021-2023) points out that the 2022 Beijing Winter Olympics will be an opportunity to increase the supply of ice and snow tourism products and promote the high-quality development of the ice and snow tourism industry, so as to better satisfy the people’s demand for consumption of ice, snow and sports tourism, and to help build a new development pattern. The Outline of Strategic Plan for Expanding Domestic Demand (2022-2035) proposes to promote ice and snow sports in the “South, East and West of China”, and to drive the masses to “enjoy ice and snow”. Based on this, The 14th Five-Year Tourism Development Plan puts forward the establishment of the ice and snow tourism service industry as the key, reasonable structure, complete categories of ice and snow tourism industry system and prosperous development, standardized and orderly ice and snow tourism market, the construction of a unified and open, competitive and orderly, strong supervision, integrity and law-abiding ice and snow tourism market play a key role. The Plan for the Development of Ice and Snow Sports (2016-2025) points out that it promotes the deep integration of the ice and snow tourism industry with related industries and strengthens industrial innovation. Capacity to provide diversified products and services. The Fourteenth Five-Year Plan for Development states that cloud computing and big data, Internet of Things, blockchain, artificial intelligence and other digital technologies are supported to apply in the field of ice and snow tourism industry, to create intelligent ice and snow tourism scenes, and actively cultivate “hidden champions”, “gazelle enterprises”, “specialized, special and new” and other ice and snow tourism enterprises. Policy guarantees and top-level design lay the foundation for promoting the high-quality development of ice and snow tourism industry, driving new ice and snow tourism enterprises, new ice and snow tourism consumption model, new ice and snow tourism form and industry to accelerate the evolution, marking the ice and snow tourism industry into a new stage of development. Based on the development of Generative Artificial Intelligence technology, Generative Artificial Intelligence technology + ice and snow tourism industry integration and development to increase the added value of ice and snow tourism industry, which is the key to enhance the digitalization of the ice and snow tourism industry, the level of intelligence (Sun et al., 2023). Generative Artificial Intelligence technology empowers the high-quality development of the ice and snow tourism industry to accelerate the construction of a sports power of the strategic layout of the country, remodeling of the competitive advantage of the ice and snow tourism industry market.
Based on the dimension of research perspective, domestic and foreign research on the high-quality development of ice and snow tourism industry gathers at the level of positioning, elements and strategy. First, the positioning level. In summary, the current research on the high-quality development of the ice and snow tourism industry tends to connotation interpretation, the reality of the dilemma, the implementation of countermeasures, the status quo analysis and other levels, based on Generative Artificial Intelligence technology to drive the high-quality development of the ice and snow tourism industry lack of research results. In view of this, based on the goal of building a strong sports country, boosting the digital transformation and upgrading of the ice and snow tourism industry, marking a new stage in the deep integration and innovation of the ice and snow tourism industry and Generative Artificial Intelligence technology, and elaborating on the model framework, elemental synergy, and the overall development of the high-quality development of the ice and snow tourism industry driven by Generative Artificial Intelligence technology. Digital governance with a view to providing doctrinal support for the high-quality development of the ice and snow tourism industry.

3 Model framework

Based on the analysis of the historical lineage, the ice and snow industry policy and the development of the ice and snow tourism industry are in a synergistic and evolving relationship. Policies such as the Action Plan for the Development of Ice and Snow Tourism (2021-2023), the Ice and Snow Sports Development Plan (2016-2025), and the Outline for the Development of National Tourism and Leisure (2022-2030) point out that Generative Artificial Intelligence technology is utilized to promote the transformation and upgrading of the ice and snow tourism industry chain, the dissemination of ice and snow culture, the promotion of consumption, and the supply of products, and to vigorously develop ice and snow tourism. The 14th Five-Year for Sports Development, The 14th Five-Year Plan for Sports Industry Development, and The 14th Five-Year for Tourism Development all point out that it is necessary to accelerate the development of the ice, snow, sports and tourism industry, and gradually build a reasonable structure, high technological content, high competitiveness, complete and creative ice and snow tourism industry system. In the intelligent era, it is necessary to actively grasp the opportunity of Generative Artificial Intelligence technology development, utilize the advantages of Generative Artificial Intelligence technology generation spanning and the advantages of ice and snow tourism market scale, make Generative Artificial Intelligence technology embedded in the ice and snow tourism industry mode, consumption structure and operation mode, and form a system in the evolution of ice and snow tourism industry in order to dynamically adapt to the direction of the development of the ice and snow tourism industry, and drive the industry from policy-enabling change to market-enabling change, and then to market-enabling change to market-enabling change. The system will dynamically adapt to the development direction of ice and snow tourism industry and drive the ice and snow tourism industry from policy empowerment to market empowerment.
The high-quality development of ice and snow tourism industry in the intelligent era is reflected in the connotation and extension. To this end, based on Generative Artificial Intelligence technology, the high-quality development of the ice and snow tourism industry presents the logic of intelligent operation, multi-directional strategic objectives, the basic structure of the integrated situation, and the three are coupled, interacting and influencing each other. Among them, intelligent operation logic has the features with self-correction, self-coordination, self-learning and self-adaptation. The strategic goal of multi-directionality includes the triple benefits of social benefits, ecological benefits, and economic benefits, and the basic structural integration consists of the three major systems of intelligent operation, structural organization, and regulation and governance, which form the logical architecture of multi-factors to promote the high-quality development of the ice and snow tourism industry through digitization, networking, and intelligence (as shown in Fig. 1).

3.1 Integrated basic structure

The basic structure integration is a composite system based on industrial chain synergy, industrial cross-border integration, and multifunctional integration. Based on the blurring of the boundaries of the development of the ice and snow tourism industry and the normalization of cross-border integration, and from the functional perspective, the high-quality development of the ice and snow tourism industry in the intelligent era is a collection of sub-systems such as regulation and governance, intelligent operation, and organizational structure, which respectively represent the management mode, operation mechanism, and organizational form of the ice and snow tourism industry and are interdependent on each other and coupled with each other. Firstly, the intelligent regulation and governance system consists of the ice and snow tourism micro-management system, market laws and regulations system, and macro-control system, which precisely manages the market and enhances the predictability of the governance system, digitization of the governance subject, and precision of the governance effect (Li et al., 2022b). The intelligent regulation and governance system starts from the perspective of industry and market, and implements precise measures on digital ethics, consumer safety, product quality, service guarantee and other issues emerging from the embedding of Generative Artificial Intelligence technology. Secondly, the Intelligent Operation System is an intelligent system composed of precise supply and demand mechanism, market price mechanism, intelligent regulation mechanism, dynamic competition mechanism built by Generative Artificial Intelligence technology driven. This system takes the law of market development as the core, helps ice and snow tourism related enterprises to break through the channel barrier, in order to realize traceable, controllable and automated management procedures, multi-level, cross-modal and full-process perception of the ice and snow tourism market environment, and intelligently drives the efficient allocation of ice and snow tourism factors of production, precise operation, and fine management, so as to promote the benign operation and fair competition in the ice and snow tourism market (Yu and Li, 2022). Thirdly, the organizational structure system is based on the factor market, intermediary organization and business organization of ice and snow tourism industry. Based on the main body differences, the ice and snow tourism industry system can be divided into three major systems: ice and snow tourism information exchange, knowledge production, and network dissemination. 3.2 Multi-directional strategic objectives

The ice and snow tourism industry has a variety of attributes such as commodity, consumption, culture and sports, originating from its own economic and capitalization, which in turn affects the social, economic and ecological benefits of the development objectives of the ice and snow tourism industry in the intelligent era. Firstly on the social benefit level, the intelligent era ice and snow tourism industry urgently needs to use Generative Artificial Intelligence technology to maximize the vitality of ice and snow tourism resources, broaden the way of consumption of ice and snow tourism, expand the supply of ice and snow tourism products, and safeguard tourists’ rights and interests in ice and snow tourism consumption and at the same time enhance the degree of social civilization, based on digital advantages to release the social group time, so that the group has free time to leisure tourism consumption. Secondly, at the level of economic benefits, we take the initiative to grasp the opportunity of Generative Artificial Intelligence technology development, promote the breadth and depth of integration and development of Generative Artificial Intelligence technology and ice and snow tourism industry, promote the synergistic development and cross-border integration of the ice and snow tourism industry with digital sports, ice and snow sports training and education, ice and snow sports intermediary services, ice and snow sports venues, ice and snow competitions and performances, and ice and snow sports media and information services and create a number of internationally recognized ice and snow tourism IP and competitive ice and snow tourism enterprises to enhance the socialization, marketization and internationalization of ice and snow tourism, and to boost the value chain of the ice and snow tourism industry in the process of reconstructing the value chain of the industry, and to promote the value chain of the ice and snow tourism industry. Thirdly, at the level of ecological benefits, there is an urgent need to deal with the relationship between the main body of innovation and Generative Artificial Intelligence technology in the high-quality development of the ice and snow tourism industry, taking Generative Artificial Intelligence technology and data and information as the core elements, and characterized by innovative development, green low-carbon, harmonious ecology, environmental friendliness, and synergy between digitization and greening, adhering to the people-oriented concept, and promoting the low-carbon development of the ice and snow tourism industry to force the transformation and upgrading of the industrial structure, in order to achieve a double increase in the ecosystem gross product and gross domestic product.
In the intelligent era, the ice and snow tourism industry is synergistically constructed by the benefits of social well-being, ecological balance and economic wealth. In the face of the world’s great change that has not been seen in a hundred years, the development of the ice and snow tourism industry attaches importance to the spillover effect of supply and demand, focuses on green and low-carbon development, and attaches importance to the integration of ecological benefits, economic benefits, and social benefits. The first is the synergistic effect at the level of economic benefits. Generative Artificial Intelligence technology drive the structural transformation of the ice and snow tourism industry, improve the industrial chain system, activate the value of the GEP, and constantly improve the competitiveness of the product market, quality and efficiency, and promote the ice and snow tourism from the industrial chain to the ecosphere. The second is the synergy effect at the level of social benefits. In accurately meeting the diversified consumption needs of tourists, it is necessary to cultivate new types of ice and snow tourism industry and consumption patterns and release the consumption potential in order to alleviate the imbalance between supply and demand. Thirdly, based on the synergy of ecological, economic and social benefits, and stood on carbon peaking and carbon neutrality goals, it matters to create new intelligent wearable products, digital sports products and IP symbols for ice and snow tourism, enhance international competitiveness with the help of product IPs, tell China’s story, participate in the development of the double-cycle in depth, broaden the degree of openness of the market of ice and snow tourism, and realize that it extends from the going out of the products and capitals to the going in of the IPs and cultures, and continuously enhance the international influence of China’s ice, snow, sports and tourism industry.

3.3 Intelligent operation logic

Operation logic intelligence refers to the deep integration of personalized production and customized consumer demand, through Generative Artificial Intelligence technology into the scene, product, individual, mining data value to create a digital service system (Wang, 2022a). Data is the basic resource of digital governance and the object itself, transforming the ice and snow tourism industry governance to the degree. To this end, there is an urgent need to build a data pooling platform, sound ice and snow tourism industry development data chain, smooth data circulation, data use, data production barriers, so that the ice and snow tourism industry to form a symbiotic pattern of common governance and sharing. Thirdly, the development of technology enhances the talent requirements, and it is urgent to improve the “production, learning, research and usage” talent training system. As a fusion of digital sports, intelligent wearable devices, Generative Artificial Intelligence technology, ice and snow sports culture, ice and snow sports, social economy, outdoor recreation cross-border industry, there is an urgent need to cultivate composite digital talents, especially those with professional knowledge of ice and snow tourism, intelligent technology, digital thinking. At the same time, talent cultivation should resonate with the high-quality development of the ice, snow, sports and tourism industry, pay attention to talent reserves, talent introduction and talent cultivation, innovate talent cultivation mode, cultivate the practical ability, innovative thinking and spiritual content of ice, snow, sports and tourism digital talents, drive the integrated development of the three chains (innovation chain, industrial chain, talent chain), improve the level of digital governance, and boost the high-quality development of the ice, snow, sports and tourism industry.

6 Discussion and conclusions

6.1 Discussion

Generative Artificial Intelligence technology driving ice and snow tourism industry digital strategy change motivation stems from the ice and snow tourism enterprises internal and external market environment changes, the change is reflected in the corporate values, corporate business model, corporate mission, organizational structure, organizational culture, competition rules, laws and regulations, policy documents, economic development conditions and so on. (Tang and Xu, 2022). Risk-taking consciousness and changing leadership traits of business leaders are the key elements to promote the digital strategic change of ice, snow and sports tourism industry. 6.2 Conclusions

The rapid development of digital technologies such as augmented reality, virtual reality, mixed reality, holographic projection, machine learning drives the high-quality development of the ice and snow tourism industry into the intelligent era and the intelligent era and injects new kinetic energy into the high-quality development of the ice and snow tourism industry.
